I saw one of the gentlemen concerned
in this petition a few days ago when he called at
this Office. His English was inadequate and after
some difficuity I elicited the fact that his
object appeared to be to obtain employment for
Hong Kong seamen. As he is the London representa-
tive of the Association concerned I told him to
write to the Office saying what he wanted us to
do.

This letter is in the form of a petition
on behalf of the seamen of Hong Kong and the New
Territories, who are all British subjects, for
preference to be given to them in employment by
British shipping. I fear that I do not find the
details of their letter very clear, and, in
particular, the reference to Nauru and Ocean Island seems rather odd, it is hardly a matter
which we can answer here and I suggest that we
should refer to the Governor of Hong Kong for his
observations.

nationality of the men concerned, merchant
shipping, and Ocean Island (fectively)
